The ongoing development of vocational educators is a critical issue for the successful implementation of the Federal Government’s National Training Reform Agenda. The most immediate concern for vocational educators appears to coping with changes in the design, delivery and assessment of their courses. There is also the necessity to maintain currency with industry practice and technology.

To assist vocational educators successfully to come to terms with the new political, social, technological and operating environments has required the development and implementation of a variety of management strategies. This paper examines through a series of case studies from the NSW TAFE system how this can be achieved, and stresses the importance of the development of an appropriate workplace culture in which change can be managed. Trades Recognition Australia (TRA) is part of the Commonwealth Department of Industrial Relations. It administers the Tradesmen’s Rights Regulation Act under which it provides a trades skill assessment and recognition service in prescribed trades for permanent Australian residents. This paper gives history and background as well as describing the current operations of TRA. It then looks at moving TRA to competency-based assessment. Show less

The paper sketches in the major elements of the current UK system; identifies some of the key differences between England, Wales, Scotland and Northern Ireland in terms of organisation and provision; outlines the political and economic contexts within which changes in the system are taking place; lists those changes and considers the implications for management arising from them. This paper reviews the first year of operation of Open Training Services (OTS) in Victoria. The strategic goals, program framework and funding priorities of OTS are outlined and the allocation of funds in this first year identified.
